Both actually. There were talks going on behind the scene for some time before any public meetings began. Both governments saw the benefits of easing the focus off each other, and targeting other areas of the world.

The Cold War couldn't have ended the way it did without input from both parties. Each played his roll in the collapse of the Soviet Union.
