It depends on which subspecies of brown bear is being compared. Small browns such as the marsican or himalayan are the underdog against a sib. Where browns and sibs coexist, mature male browns dominate the sibs. These are the siberian and ussuri browns. Other large browns such as the kodiak and the larger grizzlies (some grizzlies are quite small) have a clear advantage over the sib.
These big browns are much larger and more powerful than sibs and whilst individual outcomes cannot be predicted with any real accuracy, I think the bear would overwhelm to tiger most of the time.
That second paragraph applies to the polar bear also, they are comparable in size to the largest browns, though tending to be slightly larger on average.
