If you are seeing question marks, it is very likely that the person who is sending it, is not sending the messages with correct character encoding. You can try by changing the encoding in your browser. For example, in Internet Explorer, click on View > Encoding and choose one of the Cyrillic encodings. But if the sender has not chosen correct encoding before sending the mail, this will not help you.

Can you read this is Russian: русский язык?

If you can, the character encoding in your computer is fine.

As Kaul says, if there are ???? (and not say some gibberish text), then it's not fixable.

You need to ask those people how they use e-mail (and let us know how _you_ use e-mail):

    – with e-mail _program_ such as Mozilla Thunderbird or MS Outlook or Outlook Express

    – with Web page-based e-mail _service_ like Yahoo!Mail or HotMail

Russian tune-up instructions for both types are provided in the section
    "Cyrillic (Russian) in Browsers/Mail"

    of the site http://WinRus.com

Ask them to read Russian-language version of that section…

    Igor,
It is very often when I send e-mails from the US to Russia when they can't see anything but questions marks and same on my end. It is definetely an issue with Encoding. The easiest solution I found is to paste the text into a Universal online Cyrillic decoder. I use this program: http://2cyr.com/decode/
