I wouldn't say he's 'happy' with the squad in the sense that he's satisfied with the current squad being capable of dominating the league in the foreseeable future.
He's not stupid and can see that they have a few aging players who'll need replacing soon or risk losing their place at the top.
But the UEFA Financial Fair Play Rules are giving all clubs a headache. Can you see the likes of Wigan being able to spend money on players when their revenue is so small compared to the likes of Arsenal for example?
Chelsea regularly compete in the CL and won't want to risk losing out on the income it provides by making folish, overexuberant purchases. He'll spend again, just not right now as he doesn't really need to.

Remember this is his money and anyway it'll benefit Chelsea and England because we'll probably see more English players there playing along side world class players and learning from them and no FC can rely on spending power forever… apart from maybe Man City :/
