The US, having the "Evil Red Dog" barking in is backward, had to react and caught a nice indigestion about soviet protected friend next to the Florida's coast. It was unthinkable that a small and unimportant poor country went from Capitalist influence to Communist protected.
At that time, around 1962. Cuba became the world centre of attention and every moves against Cuba would have been seen as hostilities against USSR.
I am not sure that Goliath will soon forgive David, that he stood up and laughed at him… Maybe someday… Who knows… the world is full of surprise, but i doubt it.
