Because the music is full lyrical melodies and deeper harmonies. It is also based on fantasy and imagination, a huge part of Romanticism. Tchaikovsky was a very important Romantic composer. Google him.

For one thing he was born and died in the 19th century. Edvard Grieg whose Piano Concerto in a minor lived into the twentieth century was certainly a Romantic composer. While is true that some composers in that period of time were not Romantics, the 19th century is considered to be the Romantic era.
The following is a small excerpt from the article about Tchaikovsky in Wikipedia,
"Tchaikovsky was a Russian composer of the Romantic era, who wrote some of the most popular concert and theatrical music in the current classical repertoire, including the ballets Swan Lake and Nutcracker, the 1812 Overture, his two Piano Concertos, several symphonies and the opera Eugene Onegin."
I have many books that break composers into categories and they all place Tchaikovsky in the Romantic era. His rich, lush music is certainly the epitome of Romanticism.
