Energy security is important to *every* country. It means that you don't have to rely on anyone else for your power needs, and thus can't have anyone try to hold your arm behind your back and twist you around to do something that you might not otherwise want to do.
Think about the Oil Embargo of the 1970s, and how it affected Americans. It led us to begin developing more supplies of our own, and enlarging the Strategic Petroleum Reserve. Not just to keep use civilians happy on our way to work, but in some kind of emergency where we were at war *and* no one was selling us oil.
This goes for every country on the planet.
