It's regarded a Great novel because there's a description of two wars in it. The description of battles is fascinating, also he describes lives of different classes: from the aristocrats and royals to simple soldiers and the poor. Different ages, temperaments, characters so the whole psychology of Russian people is there. It's a masterpiece, and even though there's a lot of death and sad things in it overall it's a very optimistic novel.
The thing with Tolstoy is that his philosophy is shown not through reflections and reasoning but through description of little details, people, pictures.

War and Peace is a great novel due to its page count. Many other novels exist, but they are far shorter. War and Peace is a novel containing many words, many of which are fascinating. It contains many characters to whom many events occur, and this sequence of events are referred to collectively as a "plot." War and Peace is famous for its plot.
