Question by Richard: Why Russia and china has such big difference in policy for family to have child?
Russia now offered money and car for couple who had kid, more is low population increase, while china just next door only allowed 1 child and force abortion if have more, more difference hey? any opinion ad this?

If China did not institute the one child rule, there would be an increase of 400 million more people in a country about the same size as the US and with less arable land.
Most people in China understand the one child rule and they support it.
It is not universal. Farmers and those in rural area's can have two or three, some religions are exempt.
China does not have forced abortions, they have heavy fines if one breaks the rules. That fine, from what I understand is also based on the ability to pay. But it is stiff with a large percentage of a persons income going towards that fine.
The country you should be worried about is India that has twice the birth rate of China and a population that is only 200 million less then China. India will very soon surpass China in that regard. India also depends 100% on voluntary family planning, and they are doing a terrible job in slowing down their population growth. Poverty is increasing in India and the distance between the poor and rich is increasing.
China also has a very stable society and government.
I know, I live in China as an ex pat from the USA.
