I assume you're talking about the incident where Chechen terrorists took 1000 people hostage (mostly children) and Russia decided to end the stand-off?
There was no "massacre". Was the actions taken by the Kremlin somewhat too much? Perhaps. But, the incident spurred reforms in the way Russia handles those situations. No terrorist organization i know of would ever implement reform to make sure innocent lives are not lost… and it's obvious why.
With that being said, if the Chechen terrorists hadn't taken hostages, you wouldn't be talking about any "massacre". Apparently you don't understand cause and effect. How about placing blame where it is due and quit making excuses for terrorist organizations using unfounded claims of bigotry. Stick to the facts.
