Krushchevs thaw was the relaxation of censorship and oppressive policies, such as sending people to the gulags. This was reversible because the oligarchy controls the country and could reinstate those policies anytime they wanted. Gorbachevs glasnost was irreversible because once the people got a taste of democracy, or at least a more open government, they lost their grip on the media and people were able to learn more about the apparatchiks that were controlling them. Once people discovered that Stalin murdered many many people, they could no longer deny that, and the people lost trust in the government.
