Illustrator is also correct, as both spellings are acceptable in English. Since we don't use a Cyrillic alphabet, all words have a variety of acceptable spellings when transliterated. That being said, I prefer "tsar", as it is closer in sound to the original Russian "Царь".
Now, to answer your question: Russia was infinitely better off under the tsars. Yes, there were problems, but none of the tsars were bloodthirsty tyrants hellbent on imposing his ideology on the Russian people by way of a bloodbath of epic proportions like Lenin and Stalin did.

I suspect that with time, Russia under the Tzar's would have been a much better place than under communist rule. At the time of the rise of communism the world was changing for the better but sadly not fast enough to prevent communism form sounding good to people of the time or people that were too impatient to wait for "change".

Definitely the Soviets. Both were horrible regimes but less people starved under the USSR

I had grandparents who fled Finland at that time because the Red Army (communists) took over. They came to their house told their oldest 18 year old son he would serve under them and he refused. They took him outside and slaughtered him in front of his family….so it depends on your perspective.
