Can I apply for a Russian visa in Harbin?

Question by caelysha: Can I apply for a visa to Russia in Harbin?
I’m a Malaysian traveling to Harbin, China and would like to make a stop over to Vladivostok at the end of my trip. Should I apply for visa here in Malaysia or can I do it in Harbin?

I’d say do it where ever is less complicated, probably in your country so that you won’t spend your trip running around trying to get a visa.

    I am in Harbin but not quite sure, but I think you could ask if the local travel agency can help you to apply for a tour visa, most people here travel to Russia through the agency, quick and efficient.
