To answer the question, you need to compare maps of the Mongol Empire and Russian Empire. Then you can also see if they had a similar number of territories to Chinggis Khan. If they do, that is why they can call themselves heirs to that empire.

Um…generally Russians do not consider themselves heirs of the Mongol Empire – the Kazakhs, Kyrgyz, Mongolians and other Central Asian peoples do. Russians, as a general rule, historically consider themselves the victims of the Mongol Empire.
