What negative policies did he introduce and what were his reasons to introduce them?

Lenin’s policies helped shaped a Soviet Russia where the Party monopolized all political power, the people’s rights and liberties were negligible, and the exploitation of the workers and the country’s resources by the State went on for 70 years.
