An American going into Russia will always be viewed as a spy. Were you living in Russia in a past life?

You need a visa. First you must get a business to invite you (an invitation is a form they send to you – then you send that form to the consulate to get your business visa) or start your own business there and invite yourself. Or marry a Russian and take up residence on a homestay visa.

After a period of time on your business visa, you can get permanent residence (not easy to do, but OVIR can be quite helpful for very modest fees). Then there is the duty free import of your personal effects (need another permit for that).

I would not even know how to go about applying for citizenship, but it requires a long period of residence, so first things first.
