Question by eb: how to you call a cell phone in St petersburg russia?
I live in the United States and i want to call a mobile phone in St Petersburg Russia but i have no clue how!
the number i have looks like +92***** (a bunch of numbers)
soo how do i call? Do i need a phone card??

yes you need a phone card and it will give you the insrtuctions. i used pingo.com and it gave me really good rates like 2 cents a minute to thailand when i had been paying $ 1.50 a minute from a walgreens card
