In order to apply for visa there are certain requirements depending on visa type. Generally you’re to have a foreign passport (takes about 1 month to get it, if you don’t have one), bank statement or employer’s statement in order to demonstrate sufficient funds, unless u’re applying for a guest visa, and a person who invites sends you a peper, where he undertakes to support you financially during your visit. Also you’re to demonstrate strong ties with Russia, if you expect to get a visa. Strong ties can be : property, family, job etc. After your application it usually takes about a week in winter and up to a month in summer to get invitation to an interview from US Embassy. After an interview a final decision about your visa status is made.

I am in a similar position. It can take a while up to a year for the visa. I was directed to this site. It probably is different in different parts of Russia. From what I have read they have to schedule an appointment on certian days and go in for and interview then they decide on if they get a visa. There is also a lot of fees and paperwork in involved. Most people I have net there already had a passport. so I do not know much about that.
    Hope it helps.
