I want to do foreign exchange in Russia, but don’t know where to start.

Question by Charles: I want to do foreign exchange in Russia, but don’t know where to start. Any credible programs?
I searched the state department’s website and of course, they were no help at all. They provided plenty of resources for people FROM Russia but not to someone who wants to go there. Does anyone know of a good exchange program, such as one offered by the state department, that has scholarships and can get me to Russia?
