From 1809-1917, Finland was an autonomous grand duchy of the imperial russian empire. The bolsheviks’ ascension to power from the provisional government was illegitimate.
The current Finnish government, is the same that stayed loyal to the Tsar.
As overthrowing Tsar Nikolai II made the creations of the Russian Republic and subsequently the Soviet Union illegal, and as the latter annexed all other possible successor states, legally speaking, the Republic of Finland is the legitimate successor state to the Russian Empire.
