No. Muslims have been a part of the Russian nation for over 1000 years.
The Russian government knows who the terrorists are. They are Caucasian separatists/terrorists who happen to be Muslim. They are a fringe group, similar to the Christian Militia that the FBI arrested.
The Russian government will not use a broad stroke, like the US does. It uses a surgical strike team to hunt down and eliminate terrorists. That way the strike will not kill innocent people nor will it be seen as targeting a specific religious group.

I think the Putin/FSB dictatorship is more interested in power and money than any ideological or ethnic issues. As long as they are allowed to suck the money in Russia up like a vacuum cleaner and nobody challenges them, they're content.

The Tsars already tired and couldn't do it. Perhaps it is time for the Russians to make peace and learn to live with their neighbors.
