Brezhnev’s USSR was stable to a fault. Nothing changed. Society was figuratively frozen. The Soviet leaders were so relieved to have survived Stalin and Khrushchev that they just wanted stability and normalcy.
This was significant because the generation that didn’t fight WWII and didn’t suffer the terrors of Stalin grew more and more agitated by their lack of social mobility.
