No totally, even if at one time in the late 1600s, the area was a part of “China” but under the Manchu Qing Dynasty.

Yes Vladivostok is a part of China until 1860.
In 1860 the Qing government signed the Sino－Russian Treaty of peking, Vladivostok was ceded to Russia. It's original name was 海参崴(Hai Shen Wai), got the name Vladivostok in 1862.
