No totally, even if at one time in the late 1600s, the area was a part of “China” but under the Manchu Qing Dynasty.

Yes Vladivostok is a part of China until 1860.
In 1860 the Qing government signed the Sino-Russian Treaty of peking, Vladivostok was ceded to Russia. It's original name was 海参崴(Hai Shen Wai), got the name Vladivostok in 1862.
