Well, he didn't end the Cold War. It was ended by the Soviet Union's fall. The Socialist government couldn't keep up with the needs of its people. Eventually the people who work will stop being productive when they keep being asked for more and more and more without any reward. Gorbachev wanted his dictatorship to go on forever, but Capitalism destroyed him, (in a large part due to Ronald Reagan).

There were many things involved. President Reagan basically forced them into spending beyond their means to keep up the arms race. There USSR had the means to feed the nation, but had no means to bring in crops to the city, because there was no intrastructure. It was all spent on the military. When Reagan threatened star wars technology, the Soviets realized they could not compete with American technology and finances.
The major reform, was allowing private sector business to manufacture and sell good, compete, in what had been state run industries. Open and REAL elections were also allowed for the first time. People were given greater personal freedom, such as the ability to question and criticize the government
