if tzar nicholas 2 abdicateed in favour of his brother then is his brother not the last tzar ( i understand he gave up his post almost intontainously) ???

Tsar Nicholas abdicated in favor of his brother, but his brother did not become Tsar. Grand Duke Mikhail refused to take the throne unless the people of Russia voted for a continuation of the monarchy, which they did not.
