I need a policy relating to the Gulag Prison in Russia

I do not know of a specific policy…
the Soviet government had policies of censorship- and people were sent to prison for speaking and writing about forbidden ideas (Solsenitsyn- check spelling on that one). Another problem was work quotas- if you did not work as they wished, you could get sent to prison. Anyone who dared speak out against Stalin or his cohorts could get sent away also.
And I do not think the Gulag was one prison- but a name used for all prisons used for political prisoners.
