Any one who disagreed, were enemies or fell out of favor with Stalin went to the Gulags. Gulags were a way to get free labor out of people he didn't like such as political prisoners, minorities, or regular criminals and the gulags were usually located in remote
hard to reach areas such as Siberia. It got rid of people Stalin didn't want in Russian society and also allowed him to get free labor from them at the same time. It was a win win situation for him.
