He instituted the NEP because Russia after the Russian Revolution was economically in shambles due to WWI, the revolution and the civil war that followed. Lenin had no choice but to allow the people to possess a few private property in order for the economy to survive. Being a communist, he didn’t want to but he realized he had no choice.
Even without Lenin, there would have been a revolution eventually. The question would be who would take power? There were many groups of people vying for power after the czar fled. The group that managed to gain power was the Social Revolutionaries led by Alexander Kerensky. Lenin then led the Bolshevik revolution that took power from Kerensky. Without Lenin, probably another group of people like the Mensheviks or the anarchists may have led the revolution that would have toppled Kerensky.

He introduced it because of the terrible economic situation that Russia was in after war communism.
By introducing the NEP, Lenin revitalised the economy to some extent.
And as for whether the Russian Revolution would have succeeded without Lenin, that is something that can always be debated, but never known for sure.
