    Maybe it's because he was born in Russia, lives in Russia, and is a president for Russia, where everyone speaks Russian.

    Why does not the English president Obama speak the Russian language?

    And why don't you speak Russian?

    I suppose you mean why doesn't he speak English in international meetings. Not all politicians speak English in international meetings, actually. And I don't think it is necessary that they do.
    If you mean when he speaks on domestic matters, why, no leader speaks to his own nation except in the common language of the country.
    I can just imagine faces in Germany, Britain, the USA or France, not to mention China, if their leaders started addressing their public in a foreign language!

    Is there any particular reason why he should have learnt it? Or why, for example, President Obama or Prime Minister Brown should have learnt to speak Russian?

    He is speaking to his constituents, many of whom do not speak English.

    Russia is not yet up to Sweden or Germany where they speak Swedish or German to each other and English to everyone else. France has perhaps 75% of its population able to speak English but they rarely use it since they are somewhat incensed that English has begun to replace French as the lingua franca.

    And it may be that Medvedev does not feel confident that he will communicate well in English. He does know it well enough that he can catch the asides that anglophones practice in front of him.
